ISPRS IPAC Annual Report 2009

The focus of IPAC's work in 2009 was directed to
1. React on request coming from the ISPRS Council,
2. Initiate contacts and collaboration with other societies or institutions (IAA, IAF, ESPI, RAATs),
3. Prepare conferences within ISPRS and together with other societies/institutions,
4. Participate in conferences.
1. ISPRS council requests
- IPAC reviewed the Terms of References of all Technical Commissions and Working Groups (Feb. 3, 2009)
- Chair of IPAC represented ISPRS at the 45th session of the Scientific and Technical Subcommittee of UN COPUOS in Vienna (Feb. 2009).
He continued a talk "ISPRS - Mission and Activities"
2. Initiation of contacts and collaboration
The IPAC chair initiated meetings and activities with different societies and institutions (IAA, IAF, ESPI, RAATs). The goal of those joint activities is to improve the quality of the work jointly done without increasing the number of conferences and studies.
2.1 IAA (International Academy of Astronautics)

Results
- One common interest is to pursue joint activities in the area of "Capacity building in Africa and Latin America",
- Participation of ISPRS in the IAA Study 4.9 "International Aerospace System for Monitoring of Global Geophysical Phenomena and Forecasting of Natural and Man-caused Disasters",
- Active contribution of ISPRS to IAA events (see 4),
- Joint session organisation at international conferences. In this context, IAA and ISPRS jointly pursue to organise session at the ALC (African Leadership Conference),
- Organisation of a joint conference on "Current legal issues for satellite Earth observation".

Organisation of a joint conference on "Current legal issues for satellite Earth observation"
2.4 RAATs (Russian Academy of Astronautics named after Tsiolkovsky)

Results
MoU between ISPRS and RAATs concerning collaboration at conferences and in study groups. In a first step, ISPRS named two contributors to the study "International Aerospace System for Monitoring of Global Geophysical Phenomena and Forecasting of Natural and Man-caused Disasters".
3. Conference preparations
3.1 "Policy" sessions at Comm. VIII Symposium
IPAC organises sessions on "Policy" at the Commission VIII mid-term symposium in Kyoto (August 2010).
3.2 IPAC co-organises the joint ISPRS/ESPI/IAA/IISL Conference on "Current legal issues for satellite Earth observation", Vienna, April 8/9 2010
This conference deals with two important and topical aspects of satellite Earth observation:
- treaty monitoring and law enforcement through satellite Earth observation,
- privacy conflicts from high resolution imagery.
